How does one force them to participate? Hold a gun to their head?

My understanding is that their levee system is much large in scope, and
that
the districts surrounded by levees are smaller, thus limiting losses.

-------------------------
?Fines if they don't? I will try to find out. Perhaps if you don't and
you
get stuck you ar left to fend for yourself.

And yes, that is the POINT.
IF you are going ot lvie below see level, you had really, really, and I
mean really think it through. New Orleans just happened. All too little
planning. The Dutch knew they were recovering land from the sea.
New Orleans just kind of slipped beneth sea level with way too little
attention. Yes Holland has "thrown" a lot more money, but it was
a cost benifit thing. They got many benifits, IE 40% of their land,
from the sea. New Orleans was one large aparty barge or whore house.
Not too valuable and no one rally thought about ht esex workers. Bad
anology, but I will stand by it. New Orleans was a transhippment,
ports, rail nexus, pipes etc and NO ONE thoght of the city it self
having
any real value.
And it didn't

History?
In the first 4 years it was DESTROYED 3 times by hurincanes. Then for
200+ years yellow fevor and Typhoid stalked the land killing, by one
reffernce, 40K a year. I want to research that figure, but one of my
many
history books give 40K.

So please forgive me if I no longer bleed purple over this event.
Too much whining and bithcing by the truely lame about events
thier action, or inaction casued.

Yeah, **** those people. Too bad they didn't all die, then we wouldn't have
to rebuild. Maybe we could just force them back there and drown them for
good. They were poor people, no one would notice.

Floods are a LOCAL issue.

Exactly. It's time the Federal government got rid of this FEMA thing. It
doesn't work and costs us a lot of money. Next time they should just drop
shotguns to the "suvivors" and let them shoot it out until they kill
everyone.

In Dayton OH the 1932(or 33?) floods
where bad. The locals built their own system of levees and redirected
the Little Miami river. It costs each perowsn(or household) about a $1
per year.

If they wanted higher levees then THEY should have built them.
If they needed more pumps, with a better backup power system,
then THEY should have build them. Because they did nothing they
got the screwing they deserved and many died. I am willing to bet that
when this is all over more will have died as the direct result of
violence
from other locals then from the waters.

Yeah! And if they get attacked by a nuclear warhead from China, it's their
own damn fault they didn't install a anti-ballistic missile system to save
themselves!

In any event I have stopped feelling much sympathy for New Orleans, or
the many who suffered and died. They took no action and reaped what
they sowed, or not so to speak.

Hey, let's get together some weekend and go stomp on their graves. I'll
bring a couple of six packs and Ted Nugent albums.

It is like people out west who want to live amoung the pretty trees.
And
when forrest fire comes along they act so damned shocked. Call me a
cynic but the government helping by rebuilding will only insure this
happens again.

I blame the government for buying the land west of the Mississippi in the
first place. There's too much upkeep.

Until FEMA stopped rebuilding homes along the
Mississippi and other river, flood planes people just kept getting
washed
out year after year.

And if people would just stop having damn babies we wouldn't have to wrooy
about more deaths too.

Move the damn city or live with the certaintity that you will get
nailed by the next cat 4 or 5 huricane that comes along.
