TIA:

The C1 was a very common frequency meter similar to the BC-221 and used by
the RCAF. You may try the Communications &Electronics Museum in Kingston ON
who have one on display. I had one at one time and took it apart for
components. Some were made by Measurement Engineering in Arnprior On.
