One more issue - encryption. You can't use it on the ham bands. Even
if their data is not encrypted in the common computer sense (which it
probably is), if it is a proprietary format that in itself would be
considered encrypted.

I would suggest trying an analog cell phone connection at slow speeds.
They used to sell modems that worked with the analog phones back in the
day. I think the best I ever got was 4800 baud on a good day. While
the digital phones may allow you to pass data, it is direct data
between the phone and the cell provider, in true data mode. Any of the
digital phone formats are not friendly with regular modem data.

With the relaxed rules such as ordering a pizza legal now I do not see
any
problems with this as all he is doing is ordering a service and the
regular
telephone is not possiable. I do agree he should talk it over with the
repeater trustee.

One big problem is that it will not be full duplex and will probably be
limited to 2400 baud depending on the band. Maybe 9600 on a good day on
a
good band and radio. The duplex problem could also be overcome but will
take some work unless the repeater will crossband.
