In response to your first question: Yes, IF the computer in
question has the appropriate hardware (a receiver card, or similar
computer-driven radio) and software (drivers for said card or receiver)
installed. In short, you need to have a special radio receiver designed
to be installed in, or controlled by, a computer.

In response to your second question: If the station in question is
streaming its audio to the Internet, you need only use the appropriate
media player software installed on your system.
