136khz data signal
I've always wanted to look at that Dixon antenna farm, so maybe I'll DF
this signal.
Googling NPG, I found the program a reference to the Argo program to
demod the signal. Still no modulation on that 135.95 signal, but Argo
works for NDBs too. This is the WL (Canada) beacon

Now that you put it that way, a quick Google identifies it as station
NPG in Dixon, CA.
