It wasn't much of a sanction or punishment either way, eternal no code
tech. Roger upgraded from the General he had to retake (quite easily,
too; YOU can't even get 5 wpm code, remember, you get stuck after 5
lettters). Looks like the "punishment/sanction" wasn't very effective.
Heck, by extrapolation and a loooooong stretch of the imagination,
