The RAE was never an exam. It's not reconsider by any employer as a
qualification. The Morse test merely showed a dedication to the hobby. A
better test enabling access to HF would be an exam testing the ability of
the individual to rectify emc issues etc.

Wrong. The RAE that Peter and I (callsign not that far away from Peter's)
sat certainly was an exam. It required you to demonstrate real knowledge of
things you needed to know then. From memory, it was 3 hours (maybe 2) of
essay type questions that could not be guessed. You had to demonstrate
understanding. And I know there were lots of employers who considered it a
good vocational qualification. But the need for that particular knowledge has
changed. We don't claim any superiority.
