Not true, Copyright owner can get help from the federal government to
enforce their copyrights, at the beginning of DVD and VHS you will
notice a warning, and if you read that warning it states copyright
violations are investigated by the FBI. It also doesn't matter how much
economic injury accures if the work is copyrighted, and proven to be
copyrighted, and you don't have that persons permission to use it you
in violation of the law. It doesn't matter if the person is posting it
for free or making money on it, if you don't have the owners permission
it a violation of copyright law.
