A 'ligger' is person who is given to 'ligging'.

In the popular/rock music industry, 'ligging' is the practice of
getting oneself included on every 'guest list', obtaining 'back stage
passes' for every concert and contriving to gain admittance to all the
free parties and beanos organised by record companies to celebrate the
launch of a new album or the winning of a 'gold or platinum album'
award.

Most liggers are journalists in the music press, but there are many
hangers-on as well, with dubious credentials!

As well as free food and booze, sundry 'freebies' such as CDs,
T-shirts and tacky souvenirs are given away at such events.
