Oh ... hi Rod, my old mate! I didn't realise it was you. :-) You
caught me napping that time.

It's 400 watts output (measured at the antenna feedpoint), the same as
on all bands between 3.5 MHz and 51.0 MHz. Also, there is no
mandatory mode restriction on the 10.1 MHz band here in Europe, but we
are "requested" to use only narrow-bandwidth modes. Most UK operators
do honor that request. However, there is a lot of SSB operation on
the 10.1 MHz band from France ... which is frowned upon by other users
of the band.
