That's a wonderful idea. Ruin the guy's Paypal account over 10 bucks.

Maybe you can get the ARRL's lawyers to sue him for you.

Or better yet, go tell your Mom and maybe she'll send your big sister
to beat him up for you.

Or even better yet, think like an adult (I know, you're a ham, but try
anyway).....

1. What's the chances that the guy who wrote the software thinks 10
dollars is such a huge sum of money that he's waiting by the computer
for PayPal to notify him so he can send you a program key? None.

2. What's the chances that Paypal never told him you paid for the
software? 50/50 maybe.

3. What's the chances that this guy took your 10 dollars and left the
country with it? Slim to None.

4. What's the chances that, as Hank said, he's on vaction for the
holiday. 50/50 maybe.

5. What's the chances his email server is not working or his mail box
is full. Irregardless of what AOL told you about mail, 50/50. Mail
that 'bounced' is like a car that 'broke'. Read the bounce message (it
should be in English) and see if you can figure out WHY it bounced.

And finally, think about this. What's the chances that most people who
read a DX newsgroup on Usenet give a **** about your 10 bucks.

Slim to none.
