Looks like it is missing the pin plate.

The picture view shows it upside down. The three tabs bolt to a special
tower base plate that is opart of the tower bottom section. The hole in
the center sits on a rounded pin that bolts to the concrete.

Looks like the plate and pin are probably still on the concrete pier.
