John that's true. But there may be another reason.
Today I tuned my amplifier on 15 meters. Before tuning I listened on
frequency for almost 15 minutes and heard nothing, nada, Zippo!!
Five seconds of touching up the presets on the amplifier then off the
air. Immediate comment that the frequency 'is busy'.
Propagation can be funny. I listened on frequency for another 20 minutes
and still heard nothing, nada, zippo!
Just because you hear someone on frequency does not mean that everyone
can hear what you hear.
