When I pass a particular spot traveling east Northern Parkway on Long

on satellite radio now, so why would the conditions explained allow me
to hear him?

Somebody has a satellite radio receiver that rebroadcasts on FM, and it
is not properly set up and is leaking signal out. This is sadly become
VERY common and has become a real interference issue for stations on the
noncomm band.
