You don't.
I own a new HAREC HF licence, the new version after WRC 2003, allowing all
european holder of a VHF licence to work on HF, LX3SKY
With the LX3SKY licence I can work all through Europe on all bands as any US
Extra licencee.
This license class is unknown and irrelevant in A6 land.
Can he work from Dubai on HF :
1. As A6/LX3SKY during 3 months maximum (I think that I can, as everywhere).
Then I can not more emit in HF until next year, and for another period of 3
months.

But what's the matter after 3 months ?
2. Can I request an equivalent A6SKY after this time based on my new LX3
HAREC licence or
3. I have to pass the CW examination to get a A6SKY licence ?
You should learn CW anyway, but forget the license.
PS. I suspect that A6 still requests the CW examination and thus that
solution 1. and 3. are valid.

The only way to operate in A6 land is to know a local ham or club station,
of which there are few. The few ones are HF oriented and it is unlikely they
would want to have their station used by someone without HF experience.
