There are VEC exams all over the world, the Phillipines being no exception.
As long as the VECs are registered with the FCC, they can take exams
wherever they want. They send in the exam results to the FCC and licensees
receive their ticket in the mail. You need to have a valid ID and an address
in the US (including Saipan, Marianes...).

AFAIK, it is. There is no provision for the exams to take place in the US.

Of this I was not aware. SO if I take a VEC exam in Germany, do I
receive a US issued license with a US assigned callsign or a German
issued callsign (for example) OR do I receive a US issued license and
callsign then apply for a reciprical German license?

How do the Japanese, taking VEC exams on Guam, having no vaild US ID or
US address, end up with Guam callsigns?
