IMHO a country is a country. If the North Korean government doesn't
(didn't) allow ham radio, that doesn't (didn't) mean North Korea isn't a
country.
IMHO setting arbitrary minimum sizes for countries is also, well,
arbitrary.
OTOH, if it's underwater at high tide, it's not a country.
If you have to build scaffolding, it might still be a country but IMHO
your scaffolding is a /MM & shouldn't count for DXCC.
