To set up a SHOUTcast server you need to download and install 3 files.
1) Winamp music (Basic) player Bundle:

2) Download the SHOUTcast DSP Plug-In for Winamp 5.x.

3) Shoutcast server.
http://www.shoutcast.com/download/serve.phtml
The shoutcast server page tells more about installing and configuring.
It's really easy to set-up and configure...

I looked at shoutcast, but doesn't that require using their service? Or
am I misunderstanding it?
I'd really like to setup just direct pc-pc access [I'm not sure I'd even
ever use it outside my home network -- just pc to pc].
