Although there can be and are exceptions, a publisher generally
acquires the copyright from the author prior to publication, so it can
reprint as it chooses. But it's also not unusual for the contract to
stipulate that the copyright revert back to the author when the
publisher is no longer interested (e.g., after the last printing they
intend to do has sold out).
In this case, ARRL may simply be contacting the author about any
corrections that need to be made before the next printing.
