If you got access to warez, look into Ultra Edit 12 (not freeware)

I'm looking for a Windows bsed text file editor (I believe it was
advertised as a HTML editor) but also worked obviously with any file.
It had some built in color setups, and you could add certain rules to
say for other languages, ie C, Basic, etc. I thought it was freeware.

I googled, but "freeware color html editor" is getting millions of
results, none of any help.

Thanks. :-D

Also look at ultraedit. It will do what you want and much more.
