There is a reason that he, and other ebay'ers do that. Most states exempt
sales of "personal affects" from the requirement of a trader's license, and
the collection of sales/use tax... So, the ebay'ers claim that the items are
from their personal collection in hopes of fooling the tax man.

Whenever you see that little phrase, and a high feedback number, you can be
sure that a tax cheat scam is going on. If you feel compelled to put a wrench
in the works, a quick call to the sales and use tax division for the appropriate
state will often do the trick.
