Because the European Eureka [some number] system uses common
broadband (multi-station) transmitters and provides twice as many
"stations" in the same bandwidth.

In other words, it levels the playing field and allows more channels.
Something that the NAB just couldn't allow. The current US broadcasting
system relies on the selective advantage that comes from the ownership
of transmitters at favorable sites and their licensed monopoly of
a frequency in an area.
