want to modernize and won't modernize unless they're forced to
modernize. That's what's stopping the modernization.
How does having a CW requirement prevent you from hooking a computer to
a rig? It don't. You don't want to modernize because you're stupid or
lazy. Just like you don't want to learn CW because you're stupid or
lazy.

LOL! It started a long, long time ago.
When gasoline was 17 Cents a gallon, hams were complainining about how
hard it was to get to the FCC office and wanted a mail-order license.
The conditional was born.
It's been downhill ever since.
I agree with that.
Whether you like or use CW or not, dumbing down as hurt ham radio.
