Stations are licensed to serve the local community, starting witht he city
of license. In the past, like the 60's and 70's, a licensee had to do
ascertainment of community needs every 3 years for license renewal. That
meant talking to community leaders... stations generally talked to such
leaders in a small area around the city of license and the surrounding towns
and communities.
The FCC has always emphasized local service... the reason the clears were
not granted 500 to 750 kw as they lobbied for from the 40's through about
1968 was that the FCC wanted to encourage more local stations, not regional
or national ones.
