I have no idea whether the river actually belongs to the state of
Kentucky, the original poster will have to provide any evidence of that...

Before the Constitutional Convention of 1787 Virginia claimed all the land
to the Pacific Ocean, and all of Ohio and perhaps most of the rest of the
northwest. The eastern states generally gave up their claims to land west
of the Appalachian mountains. Virginia, however, retained the Ohio River,
and gave that claim to the Federal Government. It then went to the state of
Kentucky. I believe that technically Kentucky has all of the river right on
to the Mississippi. West Virginia owns the whole river from Kentucky to
Pennsylvania, for what it's worth. That's why it was Virginians who drove
Blennerhassett from his island, which is now a West Virginia State Park.
