Default Any info on this type of mobile antenna?

Howdy Irv:
Nope, not a reflector. I have seen these on several types
of German armor, and it seems that this is the way it is used.
I'm trying to understand how this type of antenna works, and
if it would scale down to VHF. It is mostly seen on German
armored scout cars, such as the link below.:

The ones on the front fenders are cut up rabbit ears. I'm not
sure about the one on top, however it may be some kind of reflector.
