eBay terminology question

The seller stated "EVERYTHING WORKS GREAT" in the listing. That's pretty
clear. If ANYTHING doesn't work, then the item was misrepresented and you
can file a dispute to get your money back. This is one of the reasons I
usually only use Paypal, but eBay's own buyer protection should help.

my main question is does "sold as-is" mean "you're screwed, I can lie as
much as I want ! " when in an auction ?
after all if an auction says I am getting something and I don't get it
then how can that be justified ?
