Actually a well designed preamp will improve signal to noise
performance. The real issue is that addign a preamp to a poorly
designed receiver will dramatically lower the dynamic range of the
first RF stage and mixer. Also at CB frequencies the usable
sensitivity due to atmospheric noise is about 0.25 microvolt per
meter. This is easily acheivable in even the poorest designed
receiver.

No preamp can compensate for loss of signal in the coax or do to a
poor antenna design/setup. Once lost, it is gone.
