they have to explain themselves, which they (the FCC) don't want to do.

Sure they will! And it will probably be some GS-5 clerk that just
fills in the blanks of some standardized form with your violation
particulars.

They will have to explain why they lied all these years about the
Waivering process and why a person who applied seven times for a
license didn't get a license and why the FCC didn't even take the time
of day to consider that persons waiver (the Federal courts has told the
FCC repeatively that "THEY MUST CONSIDER WAIVERS".

Your illegal use of an HF frequency has NOTHING to do with your

and over and over........

So, the point is steve, why should a person continue to apply for a
license and waiver if the FCC isn't going to consider it, I mean that
is what the courts has stated made the licensing process legal.
