Placing the radials above ground does help. If it is a mono band
antenna, try to get a halve wave resonance. That has high impedance, en
therefore introduces low current into the ground system. The
disadvantage is that you have to make a matching network that
transforms 50 ohms to the kOhms range.

If the height is too much, you may add a coil in the middle. This
reduces bandwidth and increases the feed point impedance.
