I do not think you "program" it per se. It probably uses crystals.

It's a programmable scanner, and not that hard to program as I remember; I
used to have one but it's been about 15 yrs. since I programmed one. I do
remember that after entering the freq. by the keypad (on the left) then
the
number of the channel you wanted the freq. entered into must be plressed
(on
the right). I didn't have a manual with mine either, but it was simple to
figure out.
