I didn't think there were any numbers stations that used phrases like
"this concludes message #69". I am no authority on it but I bet it is the
latter, not the former.
That seems pretty late and pretty low in frequency for a North
American pirate. They're usually on much earlier (maybe 2000-0300),
and more in the range of 6850-6950. I'm no authority either, but it
seems like it would be a wasted late-night 'out of band' effort for a
pirate to be doing that.
