Some ISPs will not allow attached files to be posted to any NG, but they
may allow attached files to be posted on one or more of the binary
newsgroups (try a search on your ISP for binary NGs). One ISP I had long
ago would allow attached files to any post on any NG, but the ISP I have
now will return an error message.

Also, some newsreaders can't handle attached files on NG posts, either.
