Are you saying that after 15 minutes of cracking the tower nests to 20
feet vertical, and then pivots at a point 5 feet above the ground, so
that you would have 5 feet of the mast on one side of the post and 15
feet on the other:?

You are correct in your interpretation. 15 mins. total. 5 minutes to
lower the center pole from 40 ft. down to 20 ft. and then an additional
10 mins. to lower the tower.
There is a cable/pulley assembly that runs from the base of the tower
to the pivot post at ground level. Shortening that cable elevates the
opposite (top) end.
I have owned this unit for over 10 years and it worked flawlessly. I
fashioned a prop/cradle out of 4X4 PT @ 14 ft from the base so that
when lowered for stormy weather or antenna maintenance, my PDL IIs
didn't hit the ground. Otherwise, the tower tip can be lowered all the
way to the ground.
