What doesn't it do?

Hit the case with Lysol and get the mold off. Then apply power, and
tell me what happens. Can you center the meter? If you put a tube
in, does the filament light up? Is the series light bulb good or has
it gone open?

All transconductance testers are basically a power supply, some series
and shunt resistors, and a meter. Plus a lot of switching. If nothing
works, it's in the power supply.

Thanks Scott and other replies: About to work on it today. Have just
used Javex/Javel/Lysol etc on the inside of the case etc. and what a
strange odour/smell emanated!
Anyway the box and a couple of bits are now drying. The bottom layer
of charts seem glued/pasted into the lid; so who knows what's living
in there?
We have to do some snowblowing outside then trouble shoot the B&K.
Will advise. terryS
