Fabricated Michigan case numbers

Well, isn't that interesting? In Michigan, a case number is the same as
a docket number, and docket numbers must start off with a digit instead
of a letter (check it out with Google if you doubt it).
The Chassel PD probably has a special records management system (usually
called a 'circular file' in other jurisdictions) where they file each of
Mark's reports, given he's there on an almost hourly basis filing some
complaint of a 'death threat', 'staking', and other miscellaneous crimes
against his perpetual-victim status. No doubt this alternate RMS has an
entirely different numbering system.
