merely skirmishes? The "surge" is to be treated as an insignificant point?

You might want to go back to that speech and read where it was stated
that "... we destroyed the Taliban...". Nothing could be further than
the truth.

But then again the shrub could hardly be considered to be a reliable
source of the truth!
