.Why Canadians spend so much time on US issues is a fair question and one which genuinely puzzles Americans.
I use the analogy of a cat sleeping next to an elephant. If the
elephant (the US) rolls over it could crush the cat (Canada) so the
cat tends to sleep with one eye open. I will admit there is a general
attitude of "What are the silly buggars up to now?" but this is only
from the view of how this will affect Canada.
Let me give just one example of many.
When 9/11 was under way, the US issued an order that no inbound
aircraft would be permitted to land in the US. Many of these flights
had passed their point of no return and would crash into the ocean.
Canada immediately told the inbound flights that they were free to
land in Canada. Gander, Newfoundland was up to its ears in 747's but
all the people were housed and fed until the US got its act together.
This sort of thing is going on all the time, but the US media never
reports it. I think that many of the problems are due to the
inability of Americans to use common sense. In the US lawyer-driven,
rulebook society, there is no place for common sense as there is a law
for everything and no discretion is allowed.
A similar situation exists between the Estonians and the Russians.
The Estonians have lots of problems in their own country, but they
sure keep an eye on what the Russians are up to.
