V of Russia has a transmission on 13635 that opens at 7pm Pacific
Daylight Time. Reception is usually quite decent although it tends to
weaken after 8.30 PM PDT.
I have not heard the chirping although there is a constant chirping
from 12075 to about 12200. Russia used to have a transmission at
around 12000 but I haven't heard it for a few years.
An alternate freq. is 9435 but there is a noise band in my condo
wiping out that one.
I really doubt that anyone is trying to jam VOR.
