What you stated is true as far as the ARRL Band Plan, however thru usage
and custom, Hams will establish "calling Frequencies" and use them.

After listening to 10M for over 30 years and from various clubs here is
what I have found:

28.425 10/10 SSB Intl Calling Frequency - Another is 28.400

I have heard the 10-10 International folks calling here.
