No, I asked it that way because I know of no country besides the U.S. that
tested BPL and allowed it, but in case there were any I was not aware of,
anyone who knew could answer.

Do you know of any? The only country that came close that I know of was
Austtrialia, because they have large sparsely populated areas. However
last I heard it was canceled because it was shown to interfere with
Coastal radio stations.
