Here is a Ear-and-Eyes Measurement of Signal-to-Noise Ratio :
[ Simply using your Radio and Two Antennas ]

1 - Tune to your Target Signal {Frequency} and Record the S-Meter
Reading and your 'impression' of the relative quality of the Sound
that you are Hearing : Excellent; Very Good; Good; Poor; and Weak.
- - - Do this for Both Antennas.
.
2 - Tune-Off that Frequency by 10 kHz and Record the S-Meter
Reading and your 'impression' of the relative Noise that you are
Hearing : Loud-Roar; Roar; Normal Static; Soft-Hiss; and Quite.
- - - Do this for Both Antennas.
.
3- Repeat this process for Several Target Signals {Frequencies}
across a Shortwave Band and sort of Average-them-out for that Band.
.
4 - Next repeat this process for Several Shortwave Band that
you regularly Listen to.
.
NOW - You have your comparison to gauge for yourself the
"Relative Merit" of your Antennas Signal-to-Noise.

.
Antenna # 1 - Linear Two-Wire Windom
* Target Signal on 13800 kHz with S-Meter reading of S8 to
S9+10dB and Very Good Audio.
* -10 kHz Down S-Meter reading below S1 and Soft-Hiss.
* +10 kHz Up S-Meter reading below S1 and Soft-Hiss.

Antenna # 2 - Multi-Element (Rotor Cable) Horizontal Wire
* Target Signal on 13800 kHz with S-Meter reading of S9 to
S9+20dB and Very Good Audio.
* -10 kHz Down S-Meter reading of S4 and Normal Static.
* +10 kHz Up S-Meter reading of S3 and Normal Static.

Note - Both Antennas use a common TV type 300 Ohm to 75 Ohm
Balun and RG6 Quad Coax Cable.

FWIW - Antenna # 3 - GreerTech Coax Cable 13 Foot Loop
* Target Signal on 13800 kHz with S-Meter reading of
under S1 to S1 and Fair Audio.
* -10 kHz Down S-Meter reading of under S1 and very Soft-Hiss.
* +10 kHz Up S-Meter reading of under S1 and very Soft-Hiss.
However with the Icom IC-R75 Receiver's Pre-Amp turned "ON"
* Target Signal on 13800 kHz with S-Meter reading of
under S3 to S7 and Fair Audio.
* -10 kHz Down S-Meter reading of S2 and Hiss.
* +10 kHz Up S-Meter reading of S2 and Hiss.

ALTERNATIVE - Another way of Gauging the relative Noise of
your Two Antennas is to Tune to your Target Signal {Frequency}
about 5-Minutes before it is ending the Shortwave Broadcast
on the Frequency. Record the Before and After Readings and
'impressions.

What are the lengths of the horizontal wire and windom you mention,
and how high off the ground are they?
