Cuba has recently been using higher frequencies, which is weird
because stuff above 10 Mhz usually doesn't go anywhere in sun weather
conditions like we have now. I always thought that their odd use of
11760 was to tweak Britain's nose (11765 is one of the few BBC freqs
audible in NAm at 0500) but maybe not.
Don't know if it's Cuba, but that would be my best guess too.
IMHO the numbers station thing is at least as much psychological
warfare as a means of covert communications.
