This was definitely a problem at Buena Park. The Montecito site is not
ready; the toploading of the tower to be used is not done, so it is some
time before they switch.

No, you did not indicate that at all. The fact is that the transmitter is
installed, the internal AC and other wiring is about ready, but the riggers
have not replaced the upper guy on one of the three Montecito towers with
uninsulated top-loading guys. Once that is done, the tower has to be
measured an the ATU built or modified. They may have to do some detuning to
the other two towers.
