Yes, radials simulate a true earth ground by empirical test. They are an

That's interesting. What's a "true earth ground"?

It is the reference point to which all electromagnetic phenomena on Earth is
at zero potential.

What are its properties?

A magnitude of zero.

How could you connect an antenna to it?

With a conductive material.

Just where is this wonderful place? If I were
to guess, I'd say it'd have to be in Texas.
