Does that mean that it does not have "equilibrium"?

A ground-plane antenna is unbalanced too, as both haves of the antenna,
its radiator, and its nonradiating balanced radials, aren`t equally
coupled or equally decoupled with respect to the earth. A horizontal
dipole is balanced as both its halves are equally coupled to the earth
if construction is ideal.
