That's news to me Art. I've found that closed loops can produce TVI/
RFI quite well.

And while an antenna of this sort might be capable of letting you
produce a signal on a particular band, it certainly won't be adequate
in most cases. A dummy-load can do the same thing, no switching
required.

None of this means that there aren't a few options available for those
with restrictions! Those options are not going to be 'good' ones,
just adequate,sort of. The root of the problem with living in a
restricted area is that you agreed to those restrictions when you
chose to live there. So, live with them, or move, or change those
restrictions.
