Actually the BBC has done that very thing.

Two Questions presented to AM/FM Radio Listeners

Q # 1 - Would You Buy a Shortwave Radio to be able to
Receive* the BBC World Service; and Listen to the BBC
World Service on the Shortwave Radio ?
Answers : YES ~ 7% : NO ~ 63% : DTS/IDK ~ 30%

* This assumes a Local In-Country Shortwave Radio
Broadcast to assure the same Signal Level and Audio
Quality as a Local AM/FM Radio Station

Q # 2 - Would You Listen to the BBC World Service on
your present AM/FM Radio Buy -if- You could Receive
the BBC World Service Locally on that AM/FM Radio ?
Answers : YES ~ 49% : NO ~ 21% : DTS/IDK ~ 30%

The transition from Shortwave Radio to AM/FM Radio
allows the BBC World Service to have the 'potential' to
Grow the Number of BBC World Service Radio Listeners
by Seven Times (7X) over the Next Decade.

What applies here to the BBC World Service -wrt-
In-Country AM & FM Radio Re-Broadcasting of their
Programming; also applies to the VOA, RNW, CRI,
VOR, etc, Etc. ETC !
