This is very strange *as over many years of playing with radio's the
good tabletops like your R75 are usually at least 10 dB more sensitive
than a portable off the whip.
So I can only assume that you have not got a properly matched 50 Ohm
antenna attached to the R75. I assure you a R75 with only 50 feet of
longwire antenna terminated into a 9:1 matching transformer and RG58
coax runin will give you superb results, far outstripping any portable
on the market.
Also, have you engaged the pre-amps on the R75?
Otherwise the R75 may be malfunctioning, a most unlikely scenario as
they are notoriously reliable = a great radio.

1 - RF/SQL Rear-Knob is "Centered" {Zeroed]
2 - ATT {20 dB Attenuation} is "Off"
3 - ANT/SET is Set for your Antenna Connection being used.
About the Icom IC-R75 Receiver's Sensitivity : Amazing that
sometimes I have this nice very quite SW Band and I am
tuning-a-round and hear this Signal with Good Audio and
when I take a look at the S-Meter it is reading S0 ~ S0.5
which -imho- is fairly 'sensitive'when it comes to radios ~ RHF
