All canards have a kernel of truth in them. My guess is that someone
observed that an antenna "tuner" would "tune" a wide variety of oddball
antennas to transmitters that were looking for a particular impedance.

Then to simplify matters, someone said "the transmitter doesn't care
what is on the end of it, so long as it sees that 50 ohms impedance.

It's a short drive from there to "the tuner has no effect on the antenna".
